One thing before you order; how big is your computer case? It will pay to find out whether or not that video card will fit in, as it is quite big. I think it's upwards of 10 inches long.

It will work with 115v or 230v. It will either have a switch or it will be an automatic change, I don't know.

Are those measurements from the outside? If you have a HDD cage or some drivebays then you will probably need a bigger case.

First things first:
Your computer is upside down.

You will need 11.3 inches as shown in the diagram. You will also need to be able to take up 2 PCI slots as it is a dual-slot card (thick). Make sure you have the room. You will have to push things aside, like cables.
