The postal system is pretty good, but it's far from perfect and mistakes happen, and I've talked to plenty of people who have sent in rebates and later discovered they had been returned without ever reaching the company, and have read even more accounts of it online

Well, I didn't complain about the manufacturer's rebate, you're assuming things. I complained about rebates in general, which encompasses postal services and the like

assuming you mean inspiron 620, you'll need a PSU, a case, and a video card.
What processor did it come with?

I just installed Ubuntu through Wubi alongside my Windows 8 installation.  When I tried to boot, all I got is a Command Prompt type screen with no text and it didn't accept any input.  I can't access any recovery menus or anything, and google has been no help.

Did you already try installing GRUB2 to replace Windows Boot Manager?

Wait, you mean the screen when you're supposed to access the windows boot menu or just the grub menu (when you selected ubuntu in windows)
Oh, and windows 8 has a new bootloader so that's your problem most likely.

When I install a new ODD/HDD/Wat.
If it says for SATA Power like "P6, P3, ect"
Do I have to match up the numbers for the SATA Power label with the Number labels on the connectors.

Comparing any mid-range card to a 550 is like comparing a commodore to an i386 system

The few things I see in the comparison is that the core/shader/effective memory clocks are lower, the CUDA cores are a bit higher, and memory size is different by one gigabyte. Also the obvious fact that one is a 550, and the other is a 560 (but somehow interestingly cheaper).

How much would these differences affect performance, and would it really be noticeable?

No, it goes to whatever has the other gender of the connector, irregardless of connector numbers.

The GPU in the 560 SE is practically a rebranded 460 SE, which can actually be brought up to the speeds of a 460 with proper overclocking, will give you a noticable difference in most modern games compared to the 550 Ti. This pages shows that the 560 SE ranks a higher G3D mark compared to the 550 Ti (224 marks difference and 10 ranks.) Barely noticeable, but still better for the price.

Yes. The unlocked one I believe allows overclocking but does not force it, you can run it at base clocks.

A locked processor does not allow you to change the multiplier, however you can still overclock by changing the base frequency.
