We all know that CityRP turns into a Gang war with some Rougelike elements.
So was showering and thought up some solutions/ideas:
Police > Gangsters, ALWAYS
Instead of gangsters being a set job, They are privatized factions where you set the stuff up yourself. And to counter this a bit, The cops ALWAYS ALWAYS ALWAYS have the best stuff avalible. So to beat the cops, you need to be forgetin' rich. Oh yeah, the cops have the power to disband criminal factions by arresting the leader, then keeping him in jail for one whole ingame year.
Mayor electing
You can elect the mayor, and he can set laws and taxes and housing prices, and there is overall city funds. Basically like a real mayor.
You can have X weapon but Y is illegal
Mayors have the power to make any of the weapons (installed on the server) Illegal, Permit needed, or free to get. If it's illegal, cops can arrest you if you have one, but they have to find you out first. If it's Permit needed, you need to apply for a permit with /apply <weaponname>. You cannot buy the weapon without the permit. Ultimatley, it is up to the police cheif if that player gets his permit. A good cop will check if you have a permit if you are seen with a permit only weapon. If not, yer knicked. Misuse of a weapon (Stunning willy nilly in the case of nonlethal weapons) will also get you jailed. Killing someone with a weapon you have a permit for will get your permit revoked, and you can't get another until the next ingame year.
Proper economy
Gun shops need to import guns from the makers. The gun makers import the refined materials from refineries, who get their ores from mines, etc etc... I beleive someone was already trying this? Also, every buisness is private, and has set funds.

3 nonlethal weapons are included with the mod - A tranq rifle, a silent one-shot weapon that puts the target to sleep. The stun gun is self explanatory. The PEPS gun is something you would probably be familiar with if you played Deus ex Human revolution. It's esentially an energy shotgun, anyone caught in the blast is stunned and thrown back a bit. When stunned, you are stuck. You can't do anything. You will get back up after 30 seconds, but a friend can revive you by slapping you in the face (clicking them). Otherwise, whatever dosh you had on hand is dropped and you can't chat. Last time I checked, you can't tell everyone that there's a heavily augmented man running amok with a PEPS gun while knocked out.
Good cop, bad cop
Lethal force is a law that a mayor can change. Cops have a meter - Good cop/bad cop. This is determined by how many you stun and how many you kill. Killing someone as a cop shifts you towards bad cop. Stunning a crim shifts you to the good side. If you're too bad, then you are demoted/fired. If you're the so-called shining example of cops, then it's a payrise for you! Mayors can change how much stunning someone makes you good, and how much killing someone makes you bad, and the threshold for each before something happens.
Promoted!
Owners of companies can choose to promote or demote someone. you can also apply to be promoted.
GET THE forget ON THE loving FLOOR!
With enough dosh, you can rob the bank and make a killing. You need to plan it carefully so it succeeds. Hell, any criminal can do any criminally act and get away with it, provided it's planned correctly. Hell, you could kill everyone in the street and pinch their dosh and freddo bars and run off to the bahamas until the heat dies down with no negative effects - Planning your shenanigans and carrying it out to a T is encouraged. But plan it correctly and have the correct funding or you're gonna get shot in the face. And have somewhere to run to, because the police will be on your ass for 3 ingame months before they give up. But if they see you, they will try to arrest you, and the charge is longer if you were in hiding for a while.
Make a profit, make your life
In the new CityRP, freedom to do whatever the forget you want with your wonga is essential. If they want to run an MLP merchandise monopoly, they can. If you want to create a gang of rich-as-forget tycoons who control the mayor's every move, you can.

If all this was done, then CityRP would actually be CityRP, not Rougelike gangwars.
