Steam not uninstalling things properly?

After uninstalling L4D2, there is still 10(!) gigabytes of game files on my computer.
I don't understand why Steam doesn't just delete those or use those files already on my computer for downloading the rest of L4D2.

There is no other Folder named "Left 4 Dead 2" under anywhere except for under "common"

Happens to me too, so I just go in and delete the game folder

Steam sometimes doesn't delete game data to make re-installing easier? I use a program called Disk Inventory X to uninstall all the other gigabytes of data it keeps my computer.

If this is true, then why did I have to start at the beginning of the download?
