Looks like a generic dollar pattern to me.

On 25 October 2011, Rockstar changed their homepage to display the logo for Grand Theft Auto V with the 'V' stylized like a British £5 bank note.

Perhaps we're going to Britain? Though I'm guessing something more like Las Vegas or maybe Vice City.

No idea what a ribbon could represent, but the pattern on V definitely reminds me of more modern banknotes.
