So, is it actually scary? Like jump scares that make watching two guys playing co-op hilarious?

We don't know yet.

They've just released the co-op video for 2500 likes. Yes, this mod has built in co-op. I'd advise against seeing it to avoid spoiling any of the awesome stuff in there. I saw the first like 2 or 3 minutes and I regret doing it.

I saw that gas mask guy shoot the character.  Wish I didn't see that coming so at least it'd have some shock value to me.  Hopefully there will be a bleeding damage thing too.

I love how the mod is heavily influenced from the older Silent Hill games. One being the drugs the character is under which is a reference to the White Claudia, and of course the monsters as well.

They have an official website. PewDiePie apparently talked to the developers and is considering getting permission to do a sneak preview of it, which we'd assume would be in the format of a Lets Play.

Will I be able to play this on Half Life: Source, or just Half Life?

Only Half-Life, not Source. At least, I'm pretty sure that's it. In any case, Cry of Fear is supposed to be so highly modified from Half-Life that it actually has much more modern looking graphics than Half-Life itself provided.
