Also, he brags about everything, including his programming abilities, how powerful his computer is, how he has like 10 computers, and how he can program things better than me. He also came into my server (I'd never talked to him before) and immediately started attacking me about how he doesn't like Slayer, which would be fine except that he didn't have anything constructive.

I know that isn't evidence, those are just my opinions. But basically he's not my favorite person, I don't trust him, and I would not recommend him for admin.

Not really a valid argument; otherwise, I could give some random starfish super admin for an hour, let him destroy the server, then that would justify everything any other admin felt like doing.
