Oh hey look a ridiculous proposition in an upcoming bill let's freak out about it and make unfounded assumptions about what MIGHT happen.
This kinda of stuff is extremely common. Lawmakers will often tack on silly or just plain nonsensical propositions in legislation they disagree with in the hopes that it will be denied or vetoed. Since it is not possible to approve one line of a bill and deny another, if the bill is denied because of said silly inclusion, the entire bill is denied.
One such famous example was in which a Congressman disagreed with a bill, so he moved to include that upon passage of the bill, the United States of America would henceforth be formally known as the "United States of the World." The bill was obviously shot down.
