The UK is getting download events at GAME stores for shiny Gen 4 legendaries starting at the very end of August going until the release of X&Y, you can get all three by visiting a store during the specified dates and downloading each from Mystery Gift

August 30th - September 12th will be shiny Dialga
September 13th - September 26th will be shiny Palkia
September 27th - October 12th will be shiny Giratina

It's currently unknown whether this promotion will be offered in any other regions
