Our troops have arrived at that unclaimed gold spot, could you put some sort of border around it?

The Caprican expeditionary force are sent north of Rossiya Imperii to capture the gold said to be there.

The Gold's at the Rossiya Imperii/Avalonia border. You'd be a fool to send troops to there now. Besides, you already have gold within your border.

You can have all the gold at our border. I've got silver mines (at an undisclosed location), and am primarily searching for iron, which I find much more uesful than gold, in the territories north of Avalonia.

As to settlement of the territory north of Avalonia, Avalonian citizens are free to relocate there, but will have to pay tribute, and establish their own force for policing the lands, living under Avalonian law. Under those conditions, many mining companies have set up fortified minng towns in the territory. They avoid the locations of the "plague cities" where those infected with the plague went to die. Decent mineral deposits have been found, but they are not particularly profitable, however, the lumber influx into Avalonia has prompted the growth of the housing market, which is further aided by the increasing number of "barbarians" immigrating to Avalonia.

Due to Caprica's advance on the territory of Avalonia's ally, andlikely itself, the All-Enclosing-Wall has been fortified to monumentous proportions. Despite the naysaying of some, the wall remains all but impenetrable. More training and arming of troops, more weapons being made, more fortresses and walled cities. Etc. Etc. Etc. More ships as well.

A plot to assassinate the supreme leader, Hamon was discovered only moments too late. A group of five men almost killed the emperor, who was only saved by wearing armor, as well as the heroic actions of his bodyguards. One of his bodyguards fell, and is honoured in death by being buried in the royal cemetary. The assassins are clearly Caprican subversives, and the nation is outraged at the blatant dishonor in which Caprica seems to operate. Should Caprican soldiers penetrate the wall, they will have an uphill battle laying waste to Avalonia.

Storms render the cannal useless for the time being, shipment times skyrocket between Avalonia and Aemilius.

Scratch the stuff about the gold (except what I said to Rossiya Imperii). Should a single Caprican soldier come close however...

I have no objection to Caprica's advance, save that Avalonia holds hostile political relations to Caprica. If a single Caprican or ally thereof comes within a day's march of Avalonia's or Rossiya Imperii's borders without the permission of the leader of either nation, Avalonia's finest will got to the gold mine, and slaughter every man, woman, and child on the spot, and burn it to the ground. If you keep your distance, there won't be any trouble, but if you push the boundaries, there will be blood shed.

As a precautionary measure, many troops are rallying at the borders. You understand, I'd like to believe that you'll stay true to your word, but I would try to sneak in under the radar in your shoes, so, it's just business, politics, war, precautions...

I have other plans, resources to capture.

More supplies shipped to Isle Vae.  We plan to colonize the island completely, and dominate the south seas, except trade. 
Attempts to communicate with  Mitologica have so far reaped no rewards.  The idea is trying to convince him to leave the side of the war he is in. 

Avalonia would be interested in building a cbrown town into Rossiya Imperii in order to facilitate trade, and give Rossiya invaluable access to the ocean, allowing for colonization and naval power. Do you accept?
