Well, when I get a message that the Avalonian ships have stopped firing, I'll stop joking around.
I send one of my couriers to all of the Emperors involved in the war and the Thieves Guild Leader to give them a letter stating:

To whomever reads this,

   A meeting will be held in the Grand Masonian Hall to talk about negotiations for the end of this war. We must stop all of this meaningless blood shed. We will attempt to end this war within reason.

By all means then you have the right to fire back IF Avalonian ships are still firing.  I'd suppose he didn't see the conference notice.  Erinamian ships have called for a ceasefire and withdrawn from the bombardment line.  Do not pursue them or we shall declare direct war.

They are prisoners.  Code of war in this time period doesn't make you obliged to stop work.

A catapult on a ship is perfectly reasonable.  Only it would have to be small l like a mangonel. 
The ship would have to be extra wide is all and it would sacrifice some of its maneuverability for the sake of firepower. 

I am not justifying SWAT One's stuff, but I am however stating medieval and roman age facts that prove his ideas true (I would take your side if you had the boat catapults). 

You can put catapults on ships. Non nessecarily big ones or trebuchet, but mangonels certainly. Gunpowder didn't exist yet. Plain and simple.

Avalonia sends a diplomat.

The Avalonian navy has been ordered to fire on any Imperiian shps, civilian or military, on sight, especially with fire weapons. While the rest of you are using gunpowder and explosive whiskey, I'm going to go down the greek fire path.

Rossiya Imperii demands that Avalonia stops firing on civilian ships, for Invasion is imminent.

Er, Nasoa.  Are alcohol-doused fireballs launched from catapults acceptable?  They are readily available to anyone's military, though quite expensive.


Also, Erinaum recommends that TTG migrates to the former Barbarian lands, and form a new nation, since most Barbarians have already been integrated into surrounding societies.

You can speak for the leader.

Targeting of civilian targets is a perfectly accepable tactic for that time period. All is fair in love and war.

Nonetheless, for now, military vessels will not attack civilian vessels, though they will be subject to searches by the navy, and the possibility of privateer action by Avalonian civilian ships is not ruled out. All's fair as to military vessels.

Naosa, is greek fire acceptable?

You have no right to search ships that aren't yours. You will take no actions against any civilian ships or suffer the consequences.
