Pretty much, on some you may have to put it in garrysmod/garrysmod if it has folders like this:

materials
maps
sound
cfg

and goes in the addons folder if it's just something like


wiremod

and has an info.txt inside it

Installed. If you haven't downloaded it, it's the same as not having it in the eyes of your computer.
