Just revoking his key would be the easiest thing to do, even if he does by another one. It's not like everyone is aware of his stupidity and troll being. Admins cannot get rid of a problem that they are not aware of. Whenever I encouter him trolling, it's usually when a server admin is mot present or is AFK.

It's not stupid, %1 barely sees any consequences for trolling the hell out many Blockland servers, to the point where they crash. And there are many positive effects (for Badspot) when he revokes keys:
1)He removes a problem from the community (possibly permanently)
2)If the person were to buy another key, he would make a $20 profit
