Open the banlist, place cursor at first unwanted ban, hold shift and page-down until you reach the end, go back up a couple lines to the end of the unwanted bans, then hit delete.

If it would really take the time to find out who was banned, they obviously either quit blockland, or stopped being cigarettes, or stopped joining the server, so there isn't really a whole lot of reason left to ban them
