To become a law, it has to go through entire senate process, then go through joint committee to ensure both versions are the same (if they aren't the same both houses have to revote on bill), then goes to president for final approval.

Considering obama is running for reelection, he wouldn't do anything to invite incite the people, so i think he would veto it.
