Any non-territory no-grief mods are only gates to new forms of griefing.
Joey's server used to have one where you can't destroy anything someone else placed.  You can tell how bad that went.

Or if you'd rather just have the ability to rollback try HawkEye.

Factions is perfect for group ownership, so long as the warring part isn't involved.
