Have you been using the dayzdb map? you should
never expect to find vehicles, everyone has already hoarded them at their camp near the edges of the map or somewhere by the forests
and skype makes it much easier to communicate

Got a new computer, so I should be able to run the game at max settings with 60+ FPS instead of the stuffty 10 FPS at medium settings I had before.

Once someone takes a vehicle it never respawns if they have it?

no, they will respawn instantly if blown up and it takes a week for them to despawn at their current locations
usually they have big groups that go on once in a week to save the vehicles
finding them is somewhat easier due to being unable to save outside the map
