That's for addons that are in the correct format, like, if they're in a folder and have an info.txt, however, if they're in a folder (or not) with no info.txt and folders like materials, models, settings, etc, they just go in the garrysmod/garrysmod directory

The addons folder for 13 doesn't work like it does for Garry's Mod i think, you'll have to do with the addon format mods what you do with non-addon format mods
