Regular shading with neon colors.
Just add a glow effect around the edges.

you convey lasers through the absence of shading and bright, neon-type colors

Looking at this laser, pillowshading seems to be the way to go (light is brightest to the eye near the center, and gets darker at the edge since there's not as much concentrated photons there) [idk wtf I'm talking about so excuse me if I say something stupid, I mean, most lasers like this are beams of concentrated heat so uh, camptire effect (flames are darker on the edge)]

When it comes to making rays then yes.
But on what seems to be "3D" shapes then I tend to make it look like Holographic neon.
It pops out more and doesn't leave it looking like a flat plain.
Unless that's the intended sword design.

why is the light source on the handle of the blade on the left coming from the bottom left

That's not how it works. If it really is a laser blade then the light source should be the blade. Also the fact that it's pillowshaded doesn't convey the image of it being a laser
