I started playing it sometime around February, I'm currently at level 24.

This Jayce guy seems cool, but he looks like he requires as much discipline as Draven, which isn't little. The fact that he has two different skillsets makes him unpredictable and dangerous, but also so much harder to combo correctly.

Right now I dont know if I should buy Brand or Jayce. I have played Brand when he was F2P but nothing really serious. Jayce I've never played at all, since he's so new.

Because its unreliable due to bouncing into minions. Brands kit gets outclassed by so many heroes, Get anivia instead

Wish it was but no.
You just don't gain exp when in the spawning pool unless you get kills of some kind. The only way to make this work is to snowball to level 18 with like 30+ kills and then sit there with 5 AAs and a Rabadan with surge and just nuke.
