giving the power to punish toxic players to the same community that's full of them, all just because there's way too loving many reports in the first place

you realize the tribunal only selects games at random
you have to be like reported in ~20% of your games to get into the tribunal and 1 case gets viewed by a bunch of players and when the majority is punish riot looks it over (probably also checking some games that aren't shown in the tribunal too) and they decide the ban from there.

whenever a see a post like that on the lol forums pendragon or some other rioter comes in with stastics and shows him how he totally deserved the ban.

Getting into the tribunal is pretty hard too.
