What is up with the forum clock?

I like to sometimes keep track of posts so I can know how long to wait for something or when something was posted. But I can't seem to set the forum clock correctly, and because of it, all the times are off by seven to ten hours.

Is there some kind of glitch with setting the clock with your time zone or something?
