The problem behind that is that a lot of people would argue that telling families how many children they can have is morally wrong.

If you took the entire state of Washington, and filled it with all of the people in the world, there would be enough room for an apartment for each person. If you added stories to this, then there would be room for large families.

The rest of the world could be used for industry, growing food, etc.

There's a lot of problems to this solution that I can't even point out.
