The problem I see is users actually posting them in there. We have problems (if you would call it that) with users posting topics that are more suited to Games/other sections on a regular basis (probably not so much daily but weekly), these topics are rarely locked/moved voluntarily or through moderators (which could just be no one cares enough to report them or whatever).
It seems most will post everything in Off Topic because it is the most popular board and garners the most attention (this has actual been said before in various topics, that although it's the wrong section that board has more users). Even if it was a child board to Off Topic, I get the feeling most would just ignore it unless the moderators heavily enforced this new board ruling.
I like the idea, but I'm not entirely sure it would actually work out. Though you can easily remove a board as fast as you can create it, I would assume. Perhaps a trial run for a month or two?
