copy paste image from DOF screenshots in the gallery
upscale it to 1920x1200
desaturate it
colorize it
do some more tweaking
guassian blur it 300 - 600%
bit more tweaking
blur it a slight bit more to remove artifacts

Perlin Noise is a Noise generator, if you write a quick Noise to PNG generator, you can generate similar things with more randomness and more ease. Of course just less quality. :|
