It's pretty ironic how he's denying their freedom to set up shop while it's preaching his sermon on freedom.
Not that I'm on Chick-Fil-A's side, I don't care if you want to be gay or not.
that letter is more and more proof of how anti-religious america is becoming. im disghusted the city would do something like that. chick fil-a has the right to choose what kiddie toys they sell, their CEO has said himself that they treat all their customers equally, regardless of their loveual orientation.

urges you to not develop in the city because their views oppose the views of the citizens of Boston. The operative term here is urge (in case the emboldened text wasn't indication enough), and the major isn't infringing on their rights to enfranchise. The entire letter is a suggestion, not a command.
The definition of urge is (in this context):
"to endeavor to induce or persuade, as by entreaties; entreat or exhort earnestly".
There's no other clearer way to say it. If any of you think the major is, "Breaking the law" by sending this letter, you are an idiot.
