If you want to distribute it for that size fairly, he should have ¹/₅^th of that.
Just campare the populations.  That "Small percentage" takes up almost half of Erinamese land.  That was a cluster of districts that encompassed a total population of 19,145,923 Erinamese citizens.  (Btw, seeing an update, their population just more than doubled)

I will draw you a good actual size to fit their population, because currently, their land is equal to size of the US in Earth-Hera comparisons, and their population is not even 31% of Los Angeles'.
