Erinamese probes have pinpointed the location of the jump on the Hera side. There appears to be no observable traces of any dimensional disturbance. A theory is conceptualized that the Nöɛrƌ� traveled in the 5th dimension. It is not likely however, because to do so, one would have to break the cosmic speed limit, which is impossible. The Nöɛrƌ� now rests at 9474.239475 parsecs away from Hera. Transmission probes equipped with GnFTL reactors are being built, since transferring the data by lasers is highly impractical.

From Telar to New Manhattan's underground facility, preferably not on top of someone. Also, is there some sort of material that can be produced to stop teleportation from happening within certain boundaries? Like, maybe the tunnels of our facility could be lined with it to prevent such a thing from happening?

Telar hasn't found that anything can stop it. Detection of teleportation is fairly easy though as it creates plenty of light and heat when any element with a greater atomic mass than Polonium ate teleported as the process of decay happens instantaneously.

Telar can send your man, at least if he isn't carrying any unstable elements or anything like that.

But yes, the PHMA is pretty much a large, conjoined force that is basically a rape train that punches through stars and leaves them with a giant rape-train shaped hole in them.

Yes, teleporting some Gravitanium would be pretty bad. Small nuclear detonation bad.

Yeah, the PHMA is basically all of Hera, or controlling Hera for the most part. We're all that and a fictional element. Plus a bag of chips. And a soda.
