The point is that I am formerly handing it over to you at this point.  And we rebuilt your city bigger and greater than it was before, so I might as well finish the job and fund a monument for you.  Also, the wall has been removed. You may have the metal from it back if you agree not to build a wall around the city.

The metal is quite valuable, considering so much was used in the construction of it, and we would like it back pls.

Teleri scientists enhance their teleportation technique. It now works with antimatter and requires far less energy. This allows for entire grams of matter to be teleported almost infinite distances and retrieved. Telar's first non-test use of this was to send a microprobe to the event horizon of the black hole at the center of our galaxy, the data gained was invaluable.

Telar puts more assets into the moon and several more moon bases and lunar cities have been erected.

There are no abandoned buildings in NM now.  PHMA rebuilt the entire city with thousands of ERLUs.  There are only occupied and unoccupied buildings.

Also, PHMA requires New Manhattan to sign a treaty.  The conditions include:

Article I:  Property Tax for reconstruction costs.

I.a  Since PHMA rebuilt the city free of charge (up to now), purchasers of these buildings must pay a tax of 9.5% to the PHMA.
I.b  All investors renting a space must pay a 4.5% tax to PHMA within a term of 20 years, in which time the bill will expire.
I.c  Refusal to pay these taxes will result in PHMA foreclosure.  Foreclosure will occur in 5 years if the treaty is not signed by the time and date of foreclosure, which will occur at 0:00, January 1, 2073.
I.d  These taxes are exempt for New Manhattan government assets, foreign assets and international trade assets.
I.e  Full PHMA access to tax returns regarding taxed property.  Failure to comply will result in the annulment of Article II.
I.f  The tax rates will expire in 20 years.
I.g  New Manhattan has 5 replies to respond, and if this time runs out, then New Manhattan may agree at any point within the foreclosure period, but New Manhattan landowners or those renting private space will be taxed an additional 0.025% for every month (30 minutes real-time) that you do not respond within this period.  The taxation period of 20 years cannot be adjusted if the Treaty is ratified outside of the 5-post limit.

Article II:  Transfer of a large source of metal to the State of New Manhattan.  (Aside from the metal structures of and within all of the buildings in NM, from which the wall's metal was extracted from, and factories created on the outskirts of New Manhattan to aid in production speed, the resource is untouched.)

II.a  In order to receive the metal scrapped from the wall that once surrounded the city, New Manhattan must agree to not build a metal wall around the city.
II.b  No payment will be required or requested for this, only the agreement to condition II.a.
II.c  Refusal to obey article II will null any transfer of the metal to New Manhattan, and the metal will be owned by the PHMA.  Article I's taxes will also increase by 1.5% in each sector.

Article III:  Hostilities are ended between New Manhattan and PHMA.
III.a  Due to "unnecessary and brutal" actions used by the Teleri Military, the State of New Manhattan shall not declare any form of hostilities towards any PHMA Member State.
III.b  Unless violation of Article I occurs, the PHMA may not declare any hostilities towards New Manhattan.

I will agree if:  The tax for those purchasing property is lowered to 7.5%, the tax for renters is lowered to 3.25%, and the expiration of taxes is lowered to 15 years.  Everything in Article II is fine by me.

Do you realize that I built you a fully-functional and gleaming metropolis that spans nearly a hundred miles in only 7 years with no charge to you thus far.  This project costed a dollar equivalent of 11 trillion dollars, and I'm asking a very tiny contribution sum.

I didn't have to clean up New Manhattan and repair it from its first collapse.  I believe that I did you a huge favor.

The treaty provides for approximately 7 out of 11 trillion dollars in repayment.


However, you may have the rates and time adjusted, if you want.  Your options are:

A)  30 years' time, with rates of 8.25% and 3%
B)  15 years' time, with rates of 10.25% and 5.5%

However, if you wish to provide government contributions as well, then the time can be shortened.

Could we add something to all of this?

X.) New Manhattan will not exact any form of vengeance on Telar for actions during the PHMA's attempt to defeat/occupy New Manhattan by Telar that were considered "unnecessarily brutal" such as the "shock and awe" tactic used by Teleri forces.

Telar continues to send microprobes to far off distances. The range of the teleporter seems only limited to the output of the device's power supply. Based on this knowledge, Telar has sent an unmanned pre-colonization lander to the next planet from the sun to begin construction of an antimatter generator, solar panel arrays, and nuclear generators to provide positrons and other antiparticles needed to the sustaining of the antimatter generator.

It wasn't necessary to expand a city that is already bigger than the United States, that's your own fault.  We don't even have that many citizens, and I doubt homeless people can afford to move in.

All terms that are offered are final.  Article I is mandatory to prevent massive property foreclosure.  Article II is not required, however, refusing this will result in a slight tick of taxation for PHMA holding onto your goods.

a CITY that is already bigger than the United States.
I can understand four times the size of New York City and its surrounding cities (Queens, Brooklyn, etc.), but solely a super dense clusterforget of urban area larger than the US, with a minuscule population of 130 million for its size is so incredibly unrealistic.

Also, the final edition of the treaty is published.  Review the terms again before choosing to accept.  The 5-post waiting period is extended from this post now.

There are a number of suburban areas within and around the city.  Population density is much lower in these areas.
