There's no such thing as morale when your military is made of robots.

My military is mixed.  That's the thing.

Human officers control the robots either way, so yes, morale is a factor, even if it's not 100% direct.

Teleri prisoners are now forced to wear goggles that receive power from a field generator. These goggles flip the image of the world so that it looks upside down. When prisoners leave the prisons' field, the goggles disengage and the prisoner becomes extremely disoriented. No escape.

Erinaum begins to build a lunar colony 500 miles away from the Telerian city where Gravitanium is collected and refined.  It is sent back to the Earth as stabilized and processed Gravitanium.  Residential buildings start appearing, and a few shops.  Work has begun on a giant Bio-dome.

The underground dwellers praise the other nations for (mostly) clearing the streets.  They will begin moving more into above ground homes.

Permitted, but PHMA will not allow you to form a government the same as before.  Also, the streets are newly refurbished, and have the average living standars of Erinaum (Which is pretty damn good, considering that there are only 2% in the poverty line, and ERLUs feed and provide for the nation).  PHMA will review your government for 10 years, and then you shall be released to govern yourselves.

They are permitted to start another government. I will help them, as my country is democratic.

I know that the upside down goggles wouldn't do any good if they still worked outside the prison perimeter. The prisoner's would adapt and live normal lives with upside down vision. However, the goggle only work withing a specific range of the prison and when the prisoner leaves this range the goggles disengage and it's like the average Joe who never wore any putting them on.

Teleri genoscientists have created a species of miniature giraffes that max out at about .5 meters in height. Unlike the super-animals, there things aren't sterile, in fact, they breed at about the same rate as dogs. They are being released into the wilds of former Syriak.

Teleri mechs now use small gravitanium generators to fly. Mechs finally given an official name: Halcyon. Took me a while to come up with a cool name, but I finally did. Yay.

I told you that RWUs were available in PHMATU.  They all have Gn-Reactors of some kind.

Telar begins sending out probes to deep space to make contact with an alien civilization or something.

Erinamese lunar city expands.  More commercial opportunities arise.  A highway is suggested from the Telerian and Erinamese lunar cities.

Erinaum coins the terms for the lunar cities by their establishment time and country of origin, therefore,

Telerian lunar city is       City-1TR
Erinamese lunar city isCity-2ER

The suburbs surrounding it are broken up into districts, and don't receive a city title.

City-3ER is currently under construction 87 miles northeast of City-3TR and 112 miles northwest of City-2ER

Telar has no objection to a lunar highway.

This is in part, due to improved Teleri generators, though the brilliance of Telar's scientists deserves most of the credit.

Or you just use RGMTP Reactors aboard a giant submarine-like craft, and rise off the ground, atmosphere and fly all the way to the moon, reverse the reactor polarity and then land easily on the moon's surface.  Erinaum stopped using rockets 12 years ago when a literal "Space Shuttle" allows the user to fly at very high speeds to the moon and back with a small bit of Gravitanium expenses.  Several people and supplies can be sent at a time, and with multiple craft, interstellar transport may not be uncommon.

Galileo-Class Submarines can do this, except that they can go underwater.
