Olvaia is trying to go profiteering by mining for things under Lyos, and trying to get Telar to follow suit.
Here are the problems that I have with it:

1)  It's all without any permission or even slight evidence of permission from the Kintharian President.
2)  I am currently investigating the Kintharian underground.  I do not want any arbitration.
