Holy crap, apparently, those Mann up ticket things are CONSUMED on use.

I think you should be able to trade pretty much everything you get and stuff, you just pay to play this mode that is one time use, meaning that it's not really worth it in the long run
and it probably just increases the chance of getting those items

Okay so, the tickets for Mann up are tradeable. Which means they'll go for like 4 refined or something. Oh well, I'm fine just playing the game mode.

You should still be able to get the item without it, it's just really rare.

So yeah, I think it's just an increased chance of getting ultra-rare items, for 99 cents. it means it's a gamble and you don't have to pay to get those items.
