all hats were bumped up in price the store, so all it (should) really affects is hats that are worth more in keys than in money (ie, fast learner)

But hats are now craftable, so all the uncraft hats pre-update are going to be exclusive.
Also Fast Learner is ~4.33 ref, that's not more valuable when it's $4.99.
