i think they just needed a really unserious annoying character that provided dry humor or occasionally delivered slightly funny lines.
it's just a standard thing, yaknow?
and claptrap fits that bill perfectly so

20 Harvest stamps. I had to punish myself by practically giving away $20. Turns out it had a silver lining in the end. I named it "The Glorious Squid Crown of Stamps" because STAMPS.

Sadly I am done playing TF2 for tonight, and I assume the hat will have passed on in the morning. For once I felt like I had something akin to an unusual; something that brought everyone's attention to the top of my head. It might be the closest thing I'll ever have to an unusual, and that is something worth cherishing. I love you, super stamp-hat. Never forget our special time together, even if it was short.

Ignore the terrible graphics but I just found my k/d to be hilarious.

This is a normal feature of the game.  Enemy spies have always been allowed to use other teams teleporters when they're disguised, however being on the exit as an enemy teleports in results in a telefrag, which kills the spy.

It doesn't always kill the Spy.
It kills whoever was standing on the exit when the Spy teleported to it.
Most of the time it'll be the Engie that dies from a telefrag.
