Could you script so that if raindrop collides with brick then raindrop is deleted?

Things like that only work with static objects such as Terrain, Interiors and baked DTS shapes.
Dynamic objects (like bricks and vehicles) don't support that (atleast not in TGE).

Same day we get dynamically rendered water with real time physics.
There may be a way to hax it though....Perhaps using somekind of transparent brick with not collision inside building...might prevent rendering of particles...
