Well, not really. I mean, the Forerunners were idiots and kept Flood specimens contained in their research facilities even after firing the rings to purposely wipe them out. So there are probably forms in the other rings that have yet to be destroyed. Also, their origins are outside the Milky-Way so the ones shown in the trilogy are probably descended from the interstellar Flood beyond our galaxy. They could show up, too.
