Frames Per Second, at 60 Frames a second you will notice no skipping frames or "slow-downs" in your gameplay. 30 Frames a second is a decent frame-rate, you might have some frame skipping but the game should still be playable. +60 Frames a second is just icing on the cake, the more the merrier. If you have more than 60 frames a second, you could probably increase the graphic settings and balance the frame rate you want with how good you want the game to look.
