Go everywhere. Following coastlines helps, but it's not always on the coast. Really all you can do is look forevar.

Also use Rei's minimap and waypoint it when you find it

Actually they're based on ore that's present in the area afaik

But with breaking rocks you travel around and have a short turnaround in the area, so you're likely to find more quicker
If you find more than 3 ore in a small area near water, loving sluice that stuff you will probably get more

I wouldn't be renting a non-dedicated server

Especially not one deliberately halfway across the world from me so others get decent ping
