I was focused on avoiding arguments part when mentioning you.

You've got the right idea, but not all the way there (I'm guessing, Orwell doesn't go too far into detail with them, sad to say). You've got good taste by the way.

My idea of a Floating Fortress is a large circular semi-permanent aquatic structure (it can be moved, but it's not really meant to very often). It's about .75 kilometers in diameter at the top, 1 at the base. It has three runways forming a triangle on the top deck, the deck below is aircraft storage, the gun deck, then crew quarters &c, followed by storage, ballast, and submarine docking bays at the bottom. Tubes go from the deck down which are normally sealed off which contain missiles. It's powered by nuclear generators at the very center. Top deck has pads for helicopters to land.

It can be armed with a wide variety of planes, helicopters, missiles, &c. submarines can be docked in it. Along the edge of the top deck are alternating SAM hailfire type turrets and mounted machine guns. The gun deck contains battleship sized guns which only point outward and can be retracted to let a blast shield come down over the loopholes.

Needless to say it's expensive, state of the art, and not the type of thing that goes into mass production quickly.
Do realize that as much as I once thought SWAT is a blasted commie (now I think he's just your average leftist), I don't really dislike him.

The engines burst to life, the thrust of the main stage carrying the rocket to near space...

The decouplers seperate the main stage to the orbital stage. The satellite gets into orbit, and the casing breaks, showing a military satellite for Communication and GPS.
