is the terraria server up?

Ubuntu is almost exactly the same as debian on the core level. It will work.

So I have to instal a gui interface, but at the very least the server should have a remote desktop server type program preinstalled? (otherwise i wouldn't be able to do anything)
No, if you use VNC you just have to install a VNC client. Honestly, it's not even worth it though. Just learn to use command line, and if you need to run things (like blockland) in an X server, user xvfb. That's actually how I made my Blockland imageifier.

Unlike you, I'm not actively looking for ways to bring down competition by terms violations.

Don't listen to someone inexperienced; go with a dedicated server for a large amount of resources instead of burning your wallet on a VPS.

I think you're looking in the wrong place. There are plenty of dedicated server hosts outside of the ones I listed cheaper than a lot of VPS hosts.

Also it's funny how the entire IT industry is moving away from dedicated resources in favour of virtualised, guess everyone is inexperienced.

Ram is probably most important.
Then cpu, then diskspace.

Don't need too much bandwidth, only one ip, no special support or anything like that.
Windows obviously preferred, but I'll go with linux (debian hopefully) if it's cheaper.
