That's not the problem, the problem is the map is somehow broken.

Hey, most servers have some kind of exposive, at least you have to play for a while before you can get the rpg or grenade launcher.

What you should do is remove or severely nerf the Grenade Launcher and Frag Launcher. They're the main problem.
RPG is fine because the RPG is an anti-tank weapon, not an anti-personnel weapon. It's weaksauce in maps like the train thing.

In the technic launcher choose mod version as development 3.1.3
