You trade tokens for materials and equips if you have enough of them, he is located in the bazaar at the bottom left. AS for the armor it really depends on what you'd like+how much money you're willing to put into buying accessories.

You get them from lockboxes or the auction house. you can buy both there along with silver keys that you use to open a lockbox. (Careful, they're 700 ce a pop)

crimson hammer is so long, I hate it
even doing tier 1 it takes almost an hour
unless you want to waste a day you wont be able to get the 3 mask fragments to make the mask
and im pretty sure trying to get any mask other than the tier 3 one would be a waste of time
