seriously i've had 4 star gear for forever and can't seem to level it at all ;-;

I got my 5* gear back then where there was energy. i do and dont miss it at all.

farming the mission I mentioned on elite also yield a lot of shining fire crystals. all you need to do is rush through each floor and only looking for boxes. the only time you are required to fight is at the very end of the mission.
