Yes. Google for the list of the cards, sometimes some numbers don't exist like an HD 5890(pretty sure).

the most cheap gaming computer i can find is like 450 dollars and its from ibuypower which is stuff.

With that you can max out GTA 4 at around 30FPS. For better performance you might want to spend around $600.

i don't really care at max, i want to play so i can see cars shiny etc.

Elecro, as I said, you are not getting anything good if you don't spend a good amount of money. You being cheap here when we tell you over and over  its no good is not helping, and in that case, you should leave if you don't want to listen.

l4d2 isn't really a computer intensive game. Should run fine.

l4d2 and gta4 are the games i only care about.

It pretty much always does, at least to a certain point. There is a certain threshold you have to pass to get into quality. It does definitely apply to computers though.
