You are incorrect. It was only the Mt. Gox exchange that shut down (it was doomed to anyways and and many people could tell). There are still many more large bitcoin exchanges that are trading bitcoins for well over 500 dollars.
Edit: There's still many other cryptocurrencies out there such as litecoin (even if bitcoin did die off).

Budget is $950 for a build my friend wants, would a 500W PSU do the job so I can lower the price?

you could save up to 40 or 50 on the board, just get an h81 board if not overclocking
if you also get an i5-4440, you could get the superior gtx 660 or if you really stretch, then a gtx 760

They are not backed by a government so the value of the currency is as fragile as a eggshell, the entire currency can crash is some bullstuff like the MT Gox thing happens, not only that, countries are banning these bullstuff excuses for currencies such as China, Russia, etc. Apple also pulled all the bitcoin wallets off the app store because of legal issues. Honestly who wants a currency that can't be used?
