Okay I used that automatic updater thing, it didn't detect any newer drivers or much of anything, and the "Best driver for this system" box was empty and the "Download Now" button grayed out.

I don't get what i'm supposed to do here - do I download Catalyst Software Suite or Latest Beta drivers or the HydraVision Package?

it seems to be downloading a .exe called "13-1-legacy_vista_win7_win8_64_dd_ccc.exe"
