i was assuming it wasn't a overheating problem because i thought the dude that recommended this PC set to me got the exact same pieces i did, but now it's looking like the one thing he has different from mine is the gpu.
also, the first response i got after explaining this problem to some dudes in computer repair business is "yeah people in the past usually had overheating gpus." welp.

yo, will ddr3-1600 work on a motherboard that is only listed with ddr3-3000 and ddr3-2933 compatibility (only)?

Yes. A motherboard that supports faster RAM will indefinitely support slower RAM.

So I finally found out what was wrong with my PC.

Turns out the problem was that the port for my HDD went out, so I switched it into another port and it worked again. But alas, now there is a new problem: I installed the water cooler incorrectly.

sigh.
I hope that the cord that daisy-chains all the drives together (I'll get a picture of it tomorrow) is replacable, I might need that extra drive slot...

well pages don't have a huge delay before loading anything and far cry 3 runs at 60fps on ultra compared to high/medium

A loud fan isn't something you want, not only is it annoying but it could be indicative of a problem.

because if they are loud you will hear it and so will other people

it's just annoying and loud fans usually point to the fact that they are cheap/broken.
