What the forget that's not how power supplies work. The wattage is the maximum output power that the PSU can supply, not what it draws from the wall. The 80 plus certification just refers to how efficiently it can convert AC power to DC power. Any power supply worth its salt silicon can and should be able to deliver it's full rated power, even though it might not be healthy in the long run.

And no, you don't need to upgrade your power supply, what you have now should be fine.

450 * 80 = 36000
36000/100 = 360W

I'm not spending that much on it, I'm giving my current 7790 1gb to my sister in exchange for this new one. Plus I'll be paying her the difference, which isn't much.

No, that's not how things work, the efficiency has nothing to do with how much power you can use, it only affects how much power the PSU needs to make that power. For example, if your PSU is 80% efficient at a load of 450W that means it will use 450 / 0.8 = 560W from the wall socket at that load level.
