If the temp sensor on your cpu or motherboard is broken, that doesn't mean that it reached below ambient temperature... It is impossible for a fan to cool a computer component lower than ambient without some other factor being involved.

Well no you wouldn't, you'd cool down since your skin is generally hotter than the air around it, and the wind blowing would increase the speed at which your skin loses heat through sweat evaporation and other factors.
