It doesn't seem to specify so it's likely 60hz. I'd recommend going for 1080p but I understand if money is an issue.

Money kinda is an issue, but spending more will be better over time. I'm looking at some 1080p monitors as I type this.

For my H440 I just use an external USB 3.0 Disc Reader that can also write to discs.
